It doesn't matter whether you have a Windows or Linux OS. You need to have terminal emulation software and set it with the following parameters: 9600 baud, 8 data bits, no parity bits, 1 stop bit. Now you can connect your router's console port and PC's com port and use the software. You can user PowerConnect from ericom or term from censoft. Term has a 30-day evaluation free download from their site which you can try before buying.
