I think IPsec VPNs are an excellent option to build reliable VPN networks. Internet bandwidth can be provisioned at reasonable costs today with various options at hand, such as bundling of low-cost circuits (for example, DSL) from different providers. High availability can be achieved via VPN gateway clustering and/or failover configurations. For example, some vendors offer hybrid IPsec/Secure Socket Layer (SSL) VPN gateway software that can be provisioned in the cloud, or at the edge, with reasonable costs at high scale. An additional advantage of such a solution is the seamless integration of your mobile workforce via remote access. In MPLS VPNs this task would have to be accomplished via an overlay VPN access network, resulting in increased cost and complexity.
