From what I gather, your requirements are fairly simple: You would like to have configuration management software that supports multiple platforms for virtual local area network (VLAN) configuration and automation. This tends to be a fairly standard feature of most network configuration management tools. The big differentiator is the number of network vendors and platforms that are supported.
