Restricting Internet use in Windows and Linux

I would like to know how to disable ports in Windows or Linux, and how to control Internet access to users. I want to restrict some users accessing the Internet and not others both in Windows and Linux.
The easiest way to disable ports on any operating system is to use network/port scanners. Some of them (like Portscan for windows) are available as freeware over the Internet. Regarding Internet access for users, Proxy server is the easiest and best solution.
