Regulations for continent-wide networks

What are the regulatory issues that I need to address when creating continent-wide virtual private networks, organizational intranets and wireless local area networks?
As long as you are ordering the last mile circuits through a service provider, there are no regulatory issues you need to worry about. The only regulatory issue you could potentially run into is shipping VPN encryption hardware or software to countries where this is not allowed (a handful of countries where very few businesses need connectivity anyways).
