VPNs are normally set up with the remote site establishing a tunnel back to the main office. This is because there are more tunnels coming into the main office so it's easier to accomplish any policy setting at the main office (one site) versus lots of sites. Policies implemented on the remote site should be pushed down from the main site to the remote during tunnel creation.
