Lease line failure

We have configured VPN solution as a fallback for Lease Line using router 3640. Configured DDR and IPSec. The problem we're facing is that when the Lease Line goes down, the modem doesn't automatically start dialing the local ISP number from whom we have taken VPN solution. We've checked the configuration and everything seems right. Please advise.
How is the router detecting the failure of the lease line? Perhaps you should check to see if you have thresholds set too high. If the router doesn't know the link is down, it won't fail over to the dial-up. Please feel free to e-mail again if you need more troubleshooting advice.
