Is it permissible to send all packets with a destination host on the local subnet to the default gat

I would like to know if it is allowed (RFC wise) or not to send all packets with a destination host on the local subnet to the default gateway. Is it totally prohibited (as far as I know it is) or is there some well-hidden RFC that states that even though it is not a good practice you are allowed to implement that behavior in a TCP/IP stack.
