Is optical transport network (OTN) a major shift in technology or a step in transition to IP networks?  Why would we need a step?

Optical transport network is a transition technology to enable legacy time-division multiplexing (TDM) services to continue at high bit rates. Those service providers whose traffic is still about half-TDM will likely migrate slowly and use OTN as a stepping stone. Those with higher IP traffic will likely not use OTN.
