DEFINITION - ACTA (America's Carriers Telecommunications Association) is a lobbying organization for over 165 small long-distance telephone carrier companies. It was organized in 1985 to represent the interests of the group before legislative and regulatory bodies. The organization is based in Casselberry, Florida.
