We're currently looking for a good network tool (Web-based if possible) that uses ICMP to ping and trace route all nodes (Voice Gateways and IP Phones) live, allow us to view what nodes are up and what nodes are down and triggers an alarm whenever a node is down and maybe have the extra feature of showing what jitter and packet loss might be occurring between nodes and call controllers (Gatekeepers).

There are several tools available limited only by budget. One that I like is SNMPc from Castle Rock Computing. You can download a 30 day demo and see what you think. It will do an autodiscovery to determine what devices are within the subnets you request, and will monitor them all to show you when they go down or have any other SNMP errors. It reads the MIB from several manufacturers and you can import any not there (I have only found one that I had to import). If the management information base on your equipment has other fields, you can accommodate those as well. It monitors packets passed, errors, discards, etc. HP Openview does this as does Optiview from Fluke.
