Can a SIP phone work as a switch, and if we are handling messages in an interworking environment say SS7-MGCP - how do we handle the SS7 part?

http://www.ulticom.com/html/products/ss7/signalware_ss7.asp?OVRAW=SS7&OVKEY=ss7&OVMTC=standard contains a link to a SS7 convergence whitepaper that is pretty informative.
