It is certainly true that Cisco switches post a limitation on the number of VLANs someone is able to create. While I am not certain about the maximum amount of VLANs you can create on all the various catalyst switches, I do know that on a Cisco 6000 catalyst, your VLAN id can be within the range 1 to 1005.
On another document I had read a few weeks ago there was a reference to the Catalyst 3000 series, mentioning that it supported a maximum of 64 VLANs.
Since every switch model is not the same, they are likely to have different specifications that restrict the number of active VLANs they can handle.
I am also unaware of what limitation other vendors pose on their VLAN ready switches. A few switches that I had a look at didn't reveal much information, in order to allow me to compare them and come to a logical conclusion.
As for limits on static and dynamic users, this is an issue I had looked into a few months ago but never managed to find the answer.
My best suggestion is to spend a while on Cisco's site and Google. Your bound to come across a site or article that will help you find your answers.
