What does VoIP and switch services have to do with provisioning or toll free provisioning?

It depends on your carrier, however some will allow you to make calls that go from one IP switch to another without having to pay the intermediate toll. Normally, if you place a call on an IP phone to another non-IP phone, the call goes to your switch and then is moved out to the PSTN. If it moves to the PSTN at your site and the call is a long distance call, you will be charged a toll at the point the call enters the PSTN just like you were dialing from that point. If you are calling from one office to another in your WAN, the call does not have to hit the PSTN. It will go from one of your switches to the other just like data traffic on a router and the toll charges would not apply.
