Our main transport between offices is via frame relay. In a situation where a company would link 10-20 PBX's and not use IP phones, is there an advantage of to voice over frame relay versus voice over IP?

One big advantage of running services over an IP network versus a frame relay network is that you can easily full-mesh an IP network. In your case, if you had 10 sites to fully-mesh, you would need 10 x 9 / 2 PVCs (45 PVCs) to fully mesh the network. In an IP network, you don?t have this problem. It is possible to route traffic thru fewer sites to avoid fully-meshing sites but unfortunately this causes you to inefficiently route traffic and potentially pay for carrying bits of information twice (or more).
