There are two specific places in most router configurations to turn off DHCP. If you wish to use a DHCP server that is configured on a windows server, then you should ensure that your routers are not acting as DHCP servers. In that case you would turn off the DHCP server on the routers.

However, be sure not to turn off DHCP traffic through the router. During the DHCP discovery process, a broadcast message should be sent out. Ensure that the router is not blocking these broadcast requests and the windows server should reply with DHCP offer information.
