Network configuration and automation software abounds. You can ride the wave of software features and functions depending on how much you want to pay. But beware: You get what you pay for. Unfortunately, it really depends on your budget as to what you would really want or need that aligns with your needs. From personal experience, I would recommend HP's (OpsWare) Network Automation.
From what I gather, your requirements are fairly simple: You would like to have configuration management software that supports multiple platforms for virtual local area network (VLAN) configuration and automation. This tends to be a fairly standard feature of most network configuration management tools. The big differentiator is the number of network vendors and platforms that are supported. You would want to ensure that whatever toolset you choose supports your multiple vendors.
