This would not be a BICSI requirement but rather part of the NEC as it involves safety. You need to be sure that you have enough separation to allow working in the cross-connect without risk of coming in contact with the transformer. You do not indicate whether they occupy the same room, wall, or if they are across from each other. This will have an impact on the clearance. The safest bet is to consult your AHJ (Authority Having Jourisdiction) as sometimes local requirements are more stringent than the national ones.
