Are there any monitoring tools that can monitor my network all the way from Layer 1 up to Layer 7?

EXPERT RESPONSE
Good question. The first tool that comes to mind is a sniffer. Sniffers, like Wireshark, can examine traffic from the Ethernet frame all the way up to the application layer. Tools like Snort also have this ability.
