Considering you have purchased and installed the required amount of licenses, I strongly advise you visit the event log of your Windows system in order to obtain further information regarding your problem.
In many cases, personal firewalls or third-party spyware software have been installed on such systems, causing major problems with incoming connections. Since you haven't provided such information, I'd also advise you check for the existence of such software and search to see if they can cause the problems you are describing.
In closing, because pin-pointing such problems can be daunting, you need to use a methodology that will help you discover and resolve the problem without spending days on it. Start from the Windows event log, proceed searching the programs installed and start searching on Microsoft's support page using possible errors you most probably have noticed in the event log.
If all the above doesn't help you, then it might be a good idea to have a terminal server engineer look into the system.
