The interface identifier, which compares to the host ID in IPv4, is defined to be 64-bits. We do not have address space limitations anymore with IPv6 as we used to have with IPv4, so I do not see the need to create a 70 prefix. If you really want to do this, you can, but you will break the autoconfiguration mechanism because that is based on the 64-bit interface ID.
