There are several tools available for identifying IP addresses that are active on the network. For the freeware version, there is an angry scanner, that scans the network given a seed range for active hosts. For a more diagnostic purpose, Fluke Networks also has a tool called Fluke Optiview that obtains information about the active hosts on the network. Other vendors also have utilities that scan the network for active hosts, e.g. Solarwinds. Nmap is also a powerful tool for host discovery.
