What's the deal with municipal Wi-Fi?

Municipal Wi-Fi is a public policy issue currently getting a lot of attention in the tech press. The question is whether or not it is appropriate for municipalities to offer free or very inexpensive Internet service via Wi-Fi to its residents. Mayors and city dwellers are mostly for it, but the big ISPs, as you might imagine, are less than thrilled about losing out on business.
