Is there a "rule of thumb" for the number of broadcast packets per second that can be tolerated before most applications/NIC cards will start to experience problems?

There is not a rule of thumb of which I am aware. Generally, there is a buffer setting that can be changed in the NIC to help alleviate the problem. It is not so much the number of broadcasts as the coincidental occurrence of the buffer becoming full. You may even be able to set the card to ignore broadcasts which could help as well. Have you tried swapping NIC cards or looking into any of the settings that may help?
