There is no specific network monitoring tool which can be said to be the best. Most of them are good and provide the information you are looking for. It actually depends upon what you are looking for in a monitoring tool and the cost you're willing to pay for it. For a small network, you would do well with a small tool, but for a bigger network you would naturally go for higher-end products. But in all you would look for ease of operation, cost and the information you would get from the tool. Inmon, Concord, HPOV, Unicenter TNG, Tivoli and SOlarwinds are some of the good tools that I have worked with. There would be a lot of others with which I have not worked and may also be good.
