The best possible and most cost effective way would be to contact a Frame Relay provider (i.e. AT&T) and set up a small frame relay network, or lease access to a shared frame relay network. Each office can have varied speed lines into the Frame Relay cloud, which can be increased as needed. I would suggest starting with 128K links to each office. If that isn?t enough you could upgrade to a 256K link, etc. Keep in mind that the faster you go, the more expensive the cost.
