Troubleshooting SBC connection manager

I have Windows XP at home and use DSL through sbcglobal.net. When I start my computer the "connection manager" takes over 2 minutes to create a PPPoE connection. I created a PPPoE client connection but cannot access the network connection window in control panel when I boot up. Also, a desktop short-cut cannot be accessed. SBC faults my computer while my computer store faults SBC.

I would say it has something to do with SBC. I am not entirely familiar with SBC?s connection manager but it probably comes with a software package that configures the client for you. Contact SBC if you are having problems. Halt payment if they cannot solve.
