Rating a VoIP router solution vs. single board solution

All things being equal, how do you rate a VoIP router solution (say AS5300) vs. a single board solution like Dialogic dm/ip0821a?

The primary question would be how large a VoIP network you are building. If your network will only consist of one user calling another, then the single board solution would be fine. If you're going to have 3 sites with 10 people at each calling each other, then a single board solution will be difficult to manage thereby requiring a more scalable solution (like a 5300).
