Ping successfuly but can't see on network

I am a junior network engineer. I want to know that when I use the ping command to one of the computer by IP address it's successfully but Window's network neighbor cannot find that pc. Why would that be? The default gateway is same as other pc! Thanks a lot!
If the machine in question is a 95 or 98 client, it is Probably because "File and Print Sharing" has not been enabled. If it's a NT 4 or Win2K machine then check to make sure that "server" services are being loaded. This will enable the machine to participate in the network neighborhood. Also make sure the WINS is configured on that machine so as to enable the NetBIOS resolution.
