If the machine in question is a 95 or 98 client, it is Probably because "File and Print Sharing" has not been enabled. If it's a NT 4 or Win2K machine then check to make sure that "server" services are being loaded. This will enable the machine to participate in the network neighborhood. Also make sure the WINS is configured on that machine so as to enable the NetBIOS resolution.
