I need to select a Cisco ADSL router which is capable of acting as a VPN server for Microsoft VPN clients that come through the Internet.
All Cisco IOS routers support IPsec VPN protocols -- for example, see the Cisco 806 Broadband router (described here) and Cisco 830 Series Secure Broadband Routers (described here). You can use "vanilla" IPsec from a Microsoft VPN client if you know the IP address of both tunnel endpoints. Or you can use L2TP over IPsec from a Microsoft VPN client if you only know the router's (VPN gateway's) IP address. To learn more about Cisco VPN routers and how they support various VPN protocols, read this Cisco white paper. Tech tips for configuring various Cisco IOS routers to interface with Microsoft's VPN client can be found here, here, and here.
