I am working on silence compression and echo cancellation in VoIP. May I seek your advice on how to implement the compression/cancellation algorithms between two personal computers? Do I require a DSP processor to cancel out the echo at the end terminal?

This site has some good information. Whatever you do will depend on overall communication between the two devices. I don't know what your setup is, so it's hard to say, but I think you will find what you need at the above link. The research section on this site is quite thorough and should provide you with either more questions or a lot of answers.
