How do you block specific IP addresses?

How can I lock out a specific IP address for a period of time? One IP address is repetitively sending a request to a payment gateway with an invalid credit card number.
After detecting the offending remote host you may block it either via external firewall, internal firewall (host dependent) or within your application.
