Where can I get on-line networking training that is free of cost? The quick answer to your question is "use a search...
engine." A slightly longer answer requires me to wonder about exactly what you mean by "on-line networking training." There are numerous sources of free networking information available online, some in textbook- or tutorial-like formats, but only few sources of self-declared "free training" in networking topics.
I'd urge you to try to define exactly what subjects you want to learn more about -- networking is a huge area, after all -- and to dig around to see what's available for the topics that interest you most.
But I can find plenty of hits on search strings like "introduction to networking," "networking basics," "networking tutorial," and so forth, so you should be able to do the same. As long as you remember that the degree to which you want to save money, you'll need to make up for that with the expenditure of time to identify and locate exactly what you need, you should be able to satisfy your needs.
