Flushing hackers

How do I flush out a hacker in my system?
If you suspect that your computer is being hacked, notify your ISP and http://www.cybercrime.gov/reporting.htm. Flush a hacker by:
  1. Rebuilding your computer from scratch,
  2. Changing your IP address,
  3. Installing a firewall,
  4. Staying current with software patches and security hotfixes
  5. Checking logs daily for suspicious queries

Kind regards, Luis
