Evaluating environmental conditions

Does proper network management include monitoring such elements as environmental conditions in equipment rooms near and far?

The "correct" answer to this question really depends on a client's unique situation. For example, one of our clients recently asked to include monitoring of the computer room's temperature and humidity into their Enterprise Management System. Two weeks after we installed this feature within their NMS, the air conditioning system went down and this particular alarm saved this client a lot of time and money! In general, the more "end-to-end" visibility you build/configure into your management system, the more information and value you get from your investment. Many devices offer environmental traps that can be used to alarm the NMS or EMS when environment conditions start to go "bad." This was how we instrumented this particular customer's EMS for room temperature and humidity.
