According to Wendell Odom's excellent Cisco Press book: "Cisco CCNA Exam #640-607 Certification Guide" (ISBN: 1-58720-055-4) the exam engine that Cisco now uses for that test "will simulate routers and switches." He also provides an equipment list that is pretty exhaustive to work your way through his exercises, as follows (on pp 825-6). My guess is that these also represent what you'd need to put together a suitable lab of your own, and also therefore represent capabilities you'd look for in a simulator or virtual lab provider.
