How can I enable it and what is the reason the DHCP server is not starting?
Make sure you give both servers static IP settings. You also need to authorize the server inside DHCP manager. If both servers are on the same LAN make sure you are giving out separate IP ranges or you will have conflicts. This was first published in November 2002
