Could you suggest a network management system that will support SNMP; RMON Support; MIB I & MIB II; software upgrade through FTP or TFTP; and Telnet Client & Server?

You probably want to add a few more criteria, such as the size of your system, your business case, and your budget. I suggest that you review some of the recommendations available in other answers, such as Whitepaper: Network Performance Infrastructures: Not Your Father's NMS and Recommendations for an NMS on a small network. Otherwise, an answer like OpenView or Tivoli might meet your criteria but be completely unrealistic.
