Certain ports on a router shut down; two networks show different alarm reports

I am having a problem where certain ports on a router in network A are shut down. Network B acknowledges this and reports the alarms. Network A, however, only shows the alarms on the initial port shutdown. Network B constantly receives these alarms, which shows the port as up then down. Could it be a configuration problem?

Try to turn off keep-alive on the router. You can also shut those ports administratively down.
