Can SFTP be used as a client (instead of SSH Client software) for transferring data files to a SSH2

Can SFTP be used as a client (instead of SSH Client software) for transferring data files to a SSH2 server and back?

My understanding of this is that SFTP is no longer supported. According to http://www.xbill.org/sftp/oldindex.html they should work together. I would recommend switching to SSH2 or another suitable cleartext replacement. There are other programs available. Here is a link to one: http://www.vandyke.com/
