Boot the domain controller into AD repair mode by hitting F8 at boot up. You will need the password you used when you installed AD. You should be able to reset the AD restrictions. If you cannot do it you will need to restore AD from backup.

You can join a workstation to a windows 2000 domain by right clicking on "My computer" and selecting "Network Identification". Hit properties and change the computer from workgroup to "your domain". Of course, you will need to be a domain admin to do this.
