If I use a 128K leased line, can I say it should have around 128/8*(1.5M)=24M bandwidth (my calculation is based on 128K equivalent to 8 voice line and each line can carry 1.5M ADSL modem bandwidth) that is sufficient for email and file transfer. Please advise whether my argument is valid.

do not agree with you argument because I don't have enough information from you to determine where the numbers are coming from. A 128K Leased Frame Relay network with 128K PVC's will give you bandwidth capabilities of 128K.
